With Cheney's memoirs taking shape, it's clear that his distain for Bush goes beyond his refusal to pardon to Cheney's former Aide, I. Lewis "Scooter" Libby. Bush did however commute Libby's sentance, but Cheney wanted a pardon in addition to the commutation which would have nullified the jury verdict as if the crime where never committed.
